Purchasing Specialist I
Summary
The Purchasing Specialist I is responsible for supporting the procurement activities required to ensure timely, cost‑effective, and compliant acquisition of materials, equipment, and services used in Oil & Gas operations. This role coordinates with internal stakeholders and approved vendors to execute purchasing transactions, maintain accurate procurement records, and ensure adherence to company policies, safety standards, and industry regulations. The position plays a key role in facilitating uninterrupted operational workflow by ensuring that purchased items meet quality specifications, delivery schedules, and commercial terms.
Principle Responsibilities and Duties
Purchase Requisition (PR) Review & Validation
• Review submitted PRs for completeness, accuracy, specifications, and budget availability.
• Clarify requirements with requestors to ensure correct technical and commercial details.
• Validate material codes, descriptions, and approval workflows before processing.
Sourcing & Request for Quotation (RFQ) Management
• Issue RFQs to approved vendors and follow up for timely quotation submission.
• Evaluate vendor quotations based on price, delivery, quality, and compliance.
• Coordinate with technical teams for technical bid evaluation (TBE) when needed.
Purchase Order (PO) Creation & Processing
• Prepare purchase orders in the ERP system ensuring accuracy of terms, pricing, and delivery schedules.
• Verify compliance with procurement policies, contractual requirements, and safety standards.
• Obtain required approvals and release POs to suppliers.
Supplier Coordination & Order Expediting
• Communicate with suppliers regarding order status, documentation, and delivery updates.
• Monitor delivery schedules to ensure materials arrive on time for operations.
• Resolve supply issues such as delays, quantity discrepancies, or documentation errors.
Procurement Documentation & Compliance
• Maintain accurate records of RFQs, POs, bid evaluations, contracts, and vendor correspondence.
• Ensure compliance with company policies, audit requirements, and industry regulations.
• Support internal and external audits related to procurement processes.
Cost Control & Vendor Performance Support
• Assist in obtaining cost-saving opportunities through negotiation or consolidation of purchases.
• Monitor supplier performance on delivery, quality, and responsiveness.
• Provide data for periodic supplier evaluations.
Cross‑Functional Collaboration
• Work with operations, warehouse, logistics, finance, and engineering to ensure smooth procurement flow.
• Support troubleshooting on material availability and urgent operational requirements.
• Coordinate with HSEQ to ensure purchased items meet safety and environmental standards.
Qualifications
Education: Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field.
- 1–3 years of experience in procurement or purchasing, preferably in the Oil & Gas, energy, EPC, or manufacturing industry.
- Experience with RFQ/PO processing, supplier coordination, and ERP systems is an advantage.
- Proficient in MS Office (Excel, Word, PowerPoint).
- Familiar with ERP systems (SAP).
- Ability to handle procurement data, reports, and documentation.
Recommended Certifications (Advantage / Optional)
- CIPS Level 2–3 (Procurement & Supply Operations)
- CPSM (Certified Professional in Supply Management) – preferred
- Supply Chain Fundamentals Certification (APICS/ASCM)
- Oil & Gas Supply Chain Certificate (from recognized training institutes)
- ISO Internal Auditor (ISO 9001 or ISO 45001) – optional
- Certificate in Negotiation or Contract Management
